GCC — Nursing
The United Arab Emirates licenses nurses through three separate health authorities — the Dubai Health Authority (DHA), the Department of Health – Abu Dhabi (DoH), and the Ministry of Health and Prevention (MOHAP) for the Northern Emirates. All three operate under a shared Unified Professional Qualification Requirements (PQR) framework, but each authority sets its own licensing exam, application portal, and administrative rules. Internationally trained nurses must pass the exam for the emirate where they intend to work; a licence from one authority does not automatically permit practice in another.
