Kuwait offers tax-free income, a modern and well-resourced healthcare system, and a clear path from licensing to employment. The Ministry of Health oversees licensing through the Kuwait Medical Licensing Examination (KMLE) and specialist Prometric examinations, while the Kuwait Institute for Medical Specialization (KIMS) runs postgraduate residency training.
Kuwait sets a higher experience bar than most of the Gulf and does not accept fresh graduates on any route.

Most authorities ask for an English test. Germany asks for German.

Kuwait approved Ministerial Resolution No. 75 of 2026 on 27 April 2026, effective 1 January 2027. It establishes a Kuwait Examination Board affiliated with KIMS, chaired by the KIMS Secretary-General, to govern the KMLE — and a parallel dental examination, the KDLE — as a mandatory prerequisite for appointment to Resident Physician and Registered Assistant posts. Reporting states it applies to all practitioners including expatriates.
Two things to keep in mind. The resolution is reported consistently by several independent outlets but is not yet published on moh.gov.kw. And the announced scope centres on newly appointed doctors; what it means for internationally trained specialists already in the classification process is not yet spelled out.
A second instrument — Ministerial Resolution No. 71 of 2024 — reshaped licensing generally: a mandatory government-service period after KIMS or scholarship training before private practice, a 100-unit CME requirement for promotion, mandatory re-examination every two years for practitioners over 65, and a formal licence grievance process.

The Arab Board in Kuwait
The Arab Board of Health Specializations is recognised across the Gulf as a regional specialist qualification. Recognition is not an exam exemption — specialist classification is assessed case by case.
