MOHAP — General Dentist Licensing Exam (Northern Emirates)

The Ministry of Health and Prevention (MOHAP) licenses internationally trained general dentists through an evaluation process, with a Prometric-based written assessment required where applicable. The MOHAP service is called “Evaluation of Health Professional.” Not all titles may require a written examination; the requirement is determined during the evaluation process.

Pathway Snapshot

The MOHAP General Dentist pathway begins with an evaluation application. If a written assessment is required, it is delivered by Prometric. The pass threshold is 60%, and results are reported as Pass/Fail. MOHAP allows a maximum of 3 attempts.

Complete Journey: Dental Graduation → MOHAP Evaluation Application → DataFlow PSV → Prometric Assessment (if required) → Evaluation Certificate → Professional Licence → Practise in MOHAP Jurisdiction.

Eligibility

A recognised primary dental qualification (BDS/DMD/DDS or equivalent) from an accredited institution. Internationally trained dentists who graduated outside the UAE must provide at least 2 years of clinical experience after internship, supported by a valid professional licence and a recent Good Standing Certificate. Training inside the UAE does not replace this experience requirement for graduates of non-UAE universities. MOHAP also requires that there be no practice gap greater than 3 years.

There is currently no universal IELTS/OET score requirement identified for the MOHAP General Dentist assessment. All examinations are conducted in English.

Credential Verification

MOHAP requires document verification through an accepted third-party agency, such as DataFlow. Required documents include your education certificate, academic record, experience certificate (where applicable), professional licence (where applicable), Good Standing Certificate (where applicable), and passport.

MOHAP General Dentist Assessment Details

Purpose: the evaluation assesses whether the candidate meets MOHAP standards for dental practice. Whether a written Prometric assessment is required is determined during the evaluation process. MOHAP does not currently publish an official dental examination blueprint. Until a current official source is available, MCIQ recommends using the DHA General Dentist subject list as a provisional reference framework, combined with core general dentistry domains: restorative dentistry, endodontics, periodontics, oral medicine, oral surgery, pediatric dentistry, orthodontics, and prosthodontics.

Retake Rules

MOHAP allows a maximum of 3 attempts. A fourth MOHAP attempt is not permitted. However, after failing, a candidate may choose to apply through another UAE health authority (DHA or DOH), subject to the broader UAE-wide PQR attempt limits. The UAE PQR allows a possible fourth and final attempt across authorities under specified conditions.

How to Book Your Exam

MOHAP Evaluation Application → DataFlow PSV → Assessment Determination → Prometric CBT (if required). Submit your application through the MOHAP Evaluation of Health Professional service. Complete DataFlow Primary Source Verification. MOHAP evaluates your file and determines whether a Prometric assessment is required. If required, book and sit the Prometric exam at an approved test centre.

After the Exam

Passing the MOHAP assessment leads to an evaluation certificate, which is a prerequisite for professional licensing in the MOHAP jurisdiction. Licensing and facility activation requirements are separate steps.

Fees

Fees are set by MOHAP, DataFlow, and Prometric and are subject to periodic revision. The AED 500 evaluation service fee is the published MOHAP service charge. DataFlow and Prometric examination charges are additional. The total cost cannot be reliably calculated from current official sources alone. Always confirm exact fees on the official MOHAP portal before payment.
