Door 1 — Getting Licensed to Practice

The UAE operates a multi-jurisdictional licensing framework governed by four distinct health authorities: DHA (Dubai), DoH (Abu Dhabi), MOHAP (Northern Emirates), and DHCR (Dubai Healthcare City). All operate under a single standardized framework — the Unified Healthcare Professional Qualification Requirements (PQR Version 3). Door 1 is for physicians who have completed their primary degree and required clinical experience, or who hold recognized specialty qualifications, and want the legal right to practice in the UAE.

Self-assess your qualification tier under PQR, verify your credentials through DataFlow, pass the required licensing exam (or qualify for an exemption), obtain your Eligibility Letter, secure employment with a licensed facility, and activate your practicing license.

Complete Journey (GP): Medical Graduation → 2 Years Post-Internship Experience → DataFlow PSV → Licensing Exam → Eligibility Letter → Facility Employment → License Activation → Practice in UAE.

Complete Journey (Specialist): Medical Graduation → Specialty Qualification → DataFlow PSV → Licensing Exam (or Exemption) → Eligibility Letter → Facility Employment → License Activation → Specialist Practice.

The Four UAE Regulatory Authorities

  • Dubai Health Authority (DHA): Regulates all private and public healthcare facilities within the Emirate of Dubai. Applications are managed through the Sheryan portal.
  • Department of Health – Abu Dhabi (DoH, formerly HAAD): Regulates healthcare practice across Abu Dhabi, Al Ain, and Al Dhafra. Applications are processed via the TAMM platform.
  • Ministry of Health and Prevention (MOHAP): Regulates federal health facilities and private practice across the Northern Emirates (Sharjah, Ajman, Ras Al Khaimah, Fujairah, and Umm Al Quwain).
  • Dubai Healthcare City Authority (DHCR): Regulates healthcare professionals practicing strictly within the Dubai Healthcare City free zone via the Masaar portal.

Exam Delivery by Authority

The UAE authorities use different exam delivery partners. Confirm the correct provider for your target authority before booking.

  • DHA (Dubai): Prometric CBT.
  • DoH (Abu Dhabi): Pearson VUE. DoH administers its licensing examinations exclusively through Pearson VUE, not Prometric.
  • MOHAP (Northern Emirates): Prometric CBT.
  • DHCR (Dubai Healthcare City): Confirm directly with DHCR.

Experience requirements under the PQR are two-dimensional — they depend on both the qualification tier and the country where clinical training was obtained. The figures above reflect the general framework. Confirm your specific category directly with the relevant UAE health authority.

Exam Exemptions & GCC Endorsement

You may not need to sit the licensing exam if you hold:

  • Tier 1 Board Certifications: US Board, UK CCT / Royal College Fellowship, Canadian Board, Australian/NZ Fellowship.
  • Arab Board Certificate (ABHS): Certified Arab Board graduates may qualify for direct Specialist licensure in some UAE authorities, though exemptions are not guaranteed and are granted case-by-case. Confirm directly with DHA, DoH, or MOHAP.
  • Active GCC License Holders: Physicians with an active, unrestricted license from another GCC regulator (Saudi Arabia SCFHS, Qatar DHP, Oman OMSB, Bahrain NHRA) with at least 1 to 2 years of continuous post-licensure clinical practice may apply for license endorsement. While holding a valid license from a GCC country facilitates professional mobility, direct cross-border licensing reciprocity is not automatic — applicants must still complete local DataFlow verification and meet jurisdiction-specific requirements.

Attempt Exhaustion Rule: If a candidate fails 3 consecutive attempts, they face a 12-month restriction period during which they must complete verified clinical practice or continuing education before requesting an exceptional retake approval.

License Mobility & Transfer

DHA, DoH, and MOHAP are separate legal entities with independent licensing requirements. Official pathways exist for transferring a license between authorities without retaking the full exam. For example, MOHAP operates a Transfer License from DHA/DoH service for eligible applicants with an active license and clean professional record. Requirements vary by authority pair. Confirm the specific transfer rules with the target authority (DHA Sheryan, DoH TAMM, or MOHAP) before applying.

DataFlow Verification & Licensing Workflow

  1. Self-Assessment & Application Registration: Register on the target authority portal (DHA Sheryan, DoH TAMM, or MOHAP) and confirm eligibility under PQR Version 3.
  2. DataFlow Primary Source Verification (PSV): Submit MBBS, internship, master's/board certificates, experience letters, and Good Standing Certificate (GSC) for independent verification.
  3. Sit the Licensing Exam: Book and sit the exam through the correct provider for your authority (Prometric for DHA/MOHAP; Pearson VUE for DoH) once eligibility is approved.
  4. Obtain Eligibility Letter: Upon passing the exam and clearing DataFlow, the authority issues an official Eligibility Letter valid for 1 year.
  5. Facility Recruitment & Activation: Secure employment with a licensed hospital, clinic, or medical center. The employer completes the final activation to issue your practicing license.
